This application was just submitted by Gene McKinney (Perfection Enterprises) who lives at 19807 87th Ave SE. The parcel is immediately to the south of his residence, running from 87th Ave SE to Broadway Ave. Residents near this location are familiar with the parcel which has been an eyesore for several years. Mr. McKinney has had complaints for numerous violations including filling in wetlands. This application is essentially a grading permit to restore the wetlands he destroyed. I have included, as an attachment, the permit application and SEPA report (environmental review) for your review. The SEPA is not complete or truthful as they store gravel trucks on the property for his “Perfection Enterprises, Inc”. Trucks have the potential for leaking fluids into ground water and the SEPA has not addressed this issue At one time McKinney had a sign on Broadway Ave advertising dirt for sale. The parcel is currently being used as overflow parking for his gravel truck business and the application should address the business or he should remove the trucks from the site. There is also a railroad car located on the west part of the lot next to 87th Ave SE as well as junk strewn all over the property. They do not explain why there will be a topsoil pile placed on the parcel; what is the purpose? We need to emphasize that the landscape requirements of SCC 30.25.030(3) apply to this parcel since it is part of his gravel business (Perfection Enterprises) and his rural neighbors need the 50 foot landscape buffer with Type A landscaping to hide the ugly site. The landscape buffer is required on all sides except for the south side where it abuts IP zoning. The parcel abuts the UGA on all other sides and requires the 50 foot buffer. Even if you do not live near the McKinney property, you may want to comment on this application because this 10 acre parcel could easily turn into another Waste Management type proposal.
