    Emerald Paving - Grading Permit and Tenant Improvement Permit Applications - Comment Deadline is July 20

    There is another Maltby development project that has slipped through the cracks by the County.  LDK Associates (Emerald Paving) at 20417 787th Ave SE (just north of the Maltby Community Club) has converted a residential house into construction offices, paved the whole front yard, graded and hauled gravel onto most of the remainder of the lot, and is parking trucks and heavy equipment there.  All this without any building, grading, use, or truck permits and no certificate of occupancy.  A complaint was issued against the company in June 2008 and a preliminary application was filed in November 2008, with no apparent action taken by the County as the current status is pending.

     

     The application description reads:  Preliminary application for development permits to rectify code violations (see 08-106066 CT).  The apparent violations involve grading without the required permits/approvals, placement of a commercial coach on the property without the required permits/approvals, and conversion of a single family residence to commercial use (construction contracting business) without the required permits/approvals. Zoning in area is IP.

     

    Another complaint was received by the County in May 2009 concerning grading and paving of the site.  The County finally gave a notice of violation to Emerald Paving and is requiring grading and building permits.  This project has all of the earmarks of Ralph’s Cement Pumping project and all of the problems.  If you want to review all the issues, including lack of County response, lack of County penalties, etc you can find them under Ralph’s Cement Pumping Forum.  If this continues, we will have the ugliest commercial area in the state, no drinkable water, and impossible traffic. 

     

    The comment period for this application ends July 20, 2009.  The file numbers are  09-102785-000-00-CT (Grading Permit) and 09-103895-000-00-TI (Tenant Improvement Permit).  Comments should be sent to the Planner for this project, Tom Barnett.  Include the file numbers, your complete name, complete address and ask to be included as a party of record and be kept informed of any action taken or pending.
