    Maltby Neighborhood Alliance comments on the Hooper Tow/Junk Yard

    I am the founder of the Maltby Neighborhood Alliance.  It started with a few neighbors from the surrounding Maltby area who were interested in stopping the Waste Management Project.  It soon grew to a larger group of neighbors when we realized that approximately half of the commercial businesses in the Maltby Urban Growth Area (UGA) have been in business from between 2-10 years with no permits or applications for permits.  When we called the County we were told that the County operates on a complaint system.  They are completely reactive in nature with no proactive mandate to stop illegal growth and development BEFORE these garbage businesses have raped the land and established an illegal business.  These commercial businesses have continued to operate with no fines or consequences from the County.   A few of the most active members have accepted the responsibility of tracking and reporting on those properties which have received complaints and the County has forced to apply for permits.  This small group is called the "Maltby Council" and we meet approximately once a month or as needed.  Everyone is invited and encouraged to attend the Maltby Council meetings because we represent "you" and are working for the common good.  The meetings are normally announced on the Maltby Now site so please check it often.  We started out as an informal group of concerned neighbors and continue to grow as the problems mount.  We have now incorporated as a nonprofit organization and if you are interested in joining our group, please email your full name, full address, phone number, and email address.  Please DO NOT leave your information on THIS site, but email me directly to maintain your privacy.  Bill Jaques, The Summit at Highland Vista, wjj98296@aol.com

    Four members of the Maltby Council attended a "Settlement Hearing" concerning the environmental impacts (SEPA Review) of the proposed Hooper Tow Yard conditional use permit on 12 May 2010.  There was no "settlement" since we believe that there are no conditions which can mitigate the impact on the surrounding area.  We paid $500 to appeal the County's decision to accept the SEPA checklist as filled out by the applicant.  A final decision on the environmental impacts as well as the many other impacts on this community will be heard at an open hearing by the Snohomish County Hearing Examiner on 3 June 2010 at 1 PM at 3000 Rockefeller Ave, 1st floor Hearing Room, Admin Bldg East, Everett, WA  98201 (County Building).  Comments may be submitted to the County Planner up to the date of the hearing.  The hearing is open to public comments and we encourage everyone who has a stake in this decision to attend and give public testimony (it doesn't have to be professional or flowery).  The proposed tow/junk yard is located on 86th Ave SE, just south of 206th St SE.

    The Hooper Tow Yard is file number 09-100760-LU and should be referenced in your letter or email.  Contact me for suggested language to be put in the letter.  If you have not previously submitted a letter to the County on this project, please ask to be a person of record and include your full name and address.  Send the letter or email to:
